Become a LOPPSI2 Alcohol Ignition Interlock Device (IID) installer

LOPPSI 2 (the internal security guidance and planning law) includes measures to have an IID installed on the vehicle of anyone who commits a drink-driving offence, at their own cost (art.41-2 of the Criminal Procedure Code). Offenders must have their vehicle fitted with an IID at their own expense by an approved professional.

Professionals responsible for installing these devices to vehicles which are not fitted with them during manufacture are approved in application of article L. 234-17 of the Highway Code, by the Prefect of the French department where their head office is located or in Paris by the Chief of Police, for a period of five years.

Application for approval

Applications for approval must be submitted by the individual or the legal representative of the corporate entity applying for this approval. Applications must include the following elements:

  1. A copy of the valid national identity card or passport, and, if applicable, a copy of the entry in the trades register for an individual, or an "extrait K-bis" (company registration certificate) (L-bis if it is a secondary establishment) issued within the last three months, and a copy of the statutes if it is a corporate entity
  2. For those who are not nationals of a Member State of the European Union, or a State party to the Agreement on the European Economic Area, a residence permit authorising the holder to work
  3. Production of a SIRET or SIREN number and a NAF or APE code relating to commerce and automotive services
  4. The valid UTAC qualification certificate


To grant qualification, UTAC ensures that satisfactory measures and procedures exist as stated in the decree of 13 July 2013.

For this purpose, UTAC checks in particular the existence of a quality system (ISO 9001 or ISO/IEC 17020 certification. Failing this UTAC must perform an initial assessment) and measures relative to installation conformity.
